Was watching my Samsung Television mddel LN40A650A1F and it shut off then make noise to come on and shut off again

mythic69 could be a bad IP relay as well as a bad power board. I would suggest that you disassemble your TV and check the boards for any obvious damage like leaking caps etc. Take plenty of images and post those with your original question. Use this guide for that. I attached the "no power" troubleshooting flowchart for your TV. So give it a try and let us know what you find.
