How do I repair deteriorating mesh on inside of waterproof jacket?

My husband's waterproof Patagonia wind jacket has mesh on the inside of the jacket. The last time I washed it (on cold, delicate cycle), there were bits of blue mesh all over the washer. The mesh is deteriorating. Is this repairable?

I'd go ask the oldest looking lady at a fabric store, one with lifetime of experience. She can probably not only tell you how to fix it but sell you what you need to do it. There's just no replacement for experience.
