Why can I barely hear sound from my iPad with any headphones?

When i plug in my headphones and thy to hear something; I need to turn up the volume all the way in order to hear just a little bit. I tried different earplugs but the result stays the same. Does anyone know how I can fix this?

Options

Check for any lint or debris inside the headphone jack and clean. You might need a new headphone jack.
