Check for
debris under the key by removing the top of the key (rip them off as quickly as possible, because pulling them slowly can damage the plastic components underneath). Once the top is off, you should see a small silicone piece, if there's large pieces of debris to keep the key from depressing, or if that piece is missing, that's the source of your problem.

Please tell us what it IS doing. Also for correct repair instructions we need to know which Mac this is as the keyboards and keys are different and repair techniques vary.
