Why won't my iPhone4 charge when the device is powered on?

My iPhone4 will not charge with the device powered on anymore now......I have to plug it to the charger where it won't charge at all then........power it off......wait about an hour or two.......take it of the charger.....power it back on and it's fully charged....Why is this?

Either there is debris inside the charger port that needs to be cleaned, or the charger port pins are damaged.

If the charger port pins are damaged then you will need to replace the charging port assembly.
