Why is my screen display white? Is something broken?

I'm not quite sure how long ago I bought it, but I'm pretty sure that this kind of damage isn't covered by warranty.

It's not the outer screen- that had a screen protector plus it's not damaged visibly, it's still whole. The actual display on the inside is probably damaged.

The iPod Touch itself responds to my finger at all points and still plays music fine even with external speaker, but all the color pretty much is in negative- the entire screen is pretty much white or light acid blue and it might be getting worse.

1.) What part is wrong with my iPod?

2.) Is it repairable- should I do it myself [with no experience] or take it to a shop {any suggestions for a repair place?}
