Yes the front glass can be replaced on iphone 4 and 5, but you have to have the right tools and you have to be gentle.

look here for a price but this advert is based in the UK, this advert is for the samsung galaxy front screen but I am sure they can do the Iphone to

You have to replace the whole screen assembly on this model.
