New formatted HD installed, no boot just R/G/B screen cycle

After installing a formated 320 GB HD (CCC cloned from Power G5) into my 14" G4 laptop, the result is a cycling Red, Green, Blue screen. Tried disconnecting all power and holding start button down for 5 sec. Same results. Is this a RAM issue? What do you suggest? Thanks. (iFIXIT instructions for installation of HD were excellent, clear, concise and through)

I would insert a system installation disk and start up holding the "C" key down. Go to the second screen pull down menu to Utilities, Disk Utility and reformat the drive.
