Why can't I install Windows 10 on reformatted SSD partition?

I took a SSD out of a laptop and formatted the primary partition using disk management. I wanted to install Windows 10 on it. Even though I set the laptop to boot to a USB key with Windows 10, hoping to install it on the SSD, the laptop recovery tools are run every time I restart and I can't install Windows 10. Did I format the SSD incorrectly? I can't reformat the other partitions; disk management will not allow it. When I would right click to choose format, I get a help menu.
