no phone signal says waiting for activation, this may take some time?

I have restored an iphone it says after restore waiting for activation this may take some time? my network 02 shows in the top left hand corner but no barrs. is there a part on the iphone i could replace that might correct the problem, as i think as it has no signal it cant u[date the latest carrier settings? thanks
