Can a phone be unfixable if it is corrupted?

Hello,

I have a Samsung S4 which recently, will not open past the Verizon screen..I have a friend in IT who I asked to look at it, he had it for a night and told me that it was not fixable and that the operating system is corrupt, I have a feeling that he actually did not have the time to look at it and spend time on flashing or reinstalling software, is it possible for a operating system to be completely unfixable?

Check with Samsung kies. Try restoring software with that.

Try factory resetting the phone via the recovery ussing the power+volume up+home button combination.
