Parts list? I can't find it.
What exact sizes of washers and what not should I use for the repair? Perhaps I am missing something obvious.

The only washers I saw in the teardown were in step 39: Xbox 360 Motherboard Replacement

What you see in step 39 are not washers. Just screws with large flat heads.
You need flat washers.
Usually they are labeled 5mm because of their inner diameter. they should be 1mm thick and the outer diameter should be about 8-9mm. They come in packs of either 4 or 10 depending on if you go to Lowes or Home Depot. I think Lowes is the one that sells by 10.

where do they go?
It's a lot to describe but here is the link that I would suggest to follow if at all possible..
This fix addresses ALL known causes of the RROD. It doesn't get any better than this without reflowing the BGA's (expencive equiptment OR high risk oven reflow required)
