Why won't my imassage and face time activate

I have been trying some ways to fix the problem by turning it off and back on but it's still not working the last time I was able to use it was the 2/28/16.

It looks like Apple has a help page that may have the info you need?

They suggest checking the time and date settings, checking network connections, and updating to the latest version of iOS.
