The phone does not start

When power and volume up and home screen button are pressed it says that its booting then the android laying down and it says no command other than that it keeps restarting before the samsung logo even comes up and after trying again with the first method it only cleared the cache but it didnt accept to reboot. Also there are no problems with the battary or the charger and it wasnt in contact with water or anything.
