Does not power on. Green light from P.S. but nothing else.

Known good power adapter (PA). When connecting to MBP the PA does not turn amber briefly and then green, but simply green.

I believe this is an indication of a bad SMC, but would appreciate any input. I have already tried SMC an PRAM reset, but since the unit does not power on, it's unlikely that the reset is happening.

With the bottom cover off, I press the power button and the fan does not move.
