Hi,

Is the access point turning on when you connect power?

What lights are showing on the unit? (p.3 in the user guide explains their meaning)

Can you access it by connecting to it via an ethernet cable from a PC? Open a browser on the PC and insert 192.168.0.254 in the URL? The log on User Name / password is admin / admin. (lower case)

Have you configured the access point?

If you cannot access the unit via ethernet, try resetting it, with the power on, by inserting a paper clip (opened up) in the 'reset hole' (back of unit) and holding the 'button' operated for about 5 seconds, releasing it and then allowing it to power up again, then try connecting to it via the ethernet cable and entering the settings required for the WiFi network.

Here is a link to the User Guide for your access point. It explains how to set up a Wireless network.
