What is this floating button on my home screen?

Not sure how to add a picture to this question so here is a link:

The picture on it looks like a remote control. Whenever I press it, it pretty much deactivates everything on my screen. I can't do anything except pull the menu down at the top, and it freezes there unless I use the home or back button. It won't even let me reset or turn off my phone so I have to pull my battery out to turn it off. Any ideas? I can't find an app in my phone that would control or cause this.

FYI: Smart Remote does not appear to be on my phone so that is not it.

What is peel smart remote and how did it get on my phone. It's bizarre . It freezes the entire phone and nothing works. I had to take the phone battery out and restart the phone to unlock the screen. Is it actually called peel smart remote?

Peel Smart Remote is a IR remote control app. It can be used to control your television, satellite box, and other devices. It comes pre-installed on many Android devices that have the IR remote technology.
