Changed ignition lock cylinder, will not engsge starter

Could you please give more info on what the car is doing changing a cylinder lock wont start a car unless you couldn't get the key to turn. What kind of issue caused you to change the cylinder

The owned lost her keys. I bought a new lock cylinder. When I looked at steering column I noticed the outer ring was torn off. There were two light gage white wires with small clips attached, handing out of cylinder. I replaced the cylinder and now I have no idea where or how these wires connect to system. Vehicle will not engage starter with these wires unattached. I can't find a drawing,photo, diagram to help me find this attachment.
