First thing is to look at the indicator light on the power brick.
It may be a green light on the brick, or a blue light on the plug.
After plugging this into the laptop and the power mains wall outlet, watch the indicator light on the brick. Not on the laptop.
If the light goes out within a few seconds, unplug it from the laptop and from the wall.
Wait five minutes and the brick should reset. If possible test it with another Dell laptop.
Some older Dell laptops with or without battery packs in place, will unfortunately have a component failure on the main board which shorts out the power brick (charger).
If the machine is more than 3 years old, consider selling it for parts only on an auction site.

If your laptop is not charging or not holding the charge then its defiantly the battery. Because if its more then 2 years old the battery has completed its physical life so all you need to do is to get a new OEM replacement battery.
