If I upgrade to 4gb can I then get newer apps

My MacBook has 2 GB. I tried to download app like Instagram etc but comes up with error saying it will not work etc and need OS X 10.8 or newer.

To get this I think I need 4 GB for it to fit in the memory so if I buy more memory will this solve the issue with these newer apps

Sadly, you're between a rock and a hard place here. While your system can support 4 GB of RAM (only 3 GB will be addressable). That still won't address the limits of the rest of the system.

This system is only able to run OS X 10.7 Lion as the highest version as it does not have a clean 64-bit EFI.

Many applications are now 64bit based so finding older 32bit apps is becoming hard. I think you'll need to decide what is important running the newer apps will require a new system or staying with what you have.
