security program file vault installed on MacBook Air

I got a macbook air from a pawn shop for free. because it had file vault on it. I was there tech. and I have been trying to get it off. is there away to get it off without the original owner of the computer?

Options

See if you can put it into Target Mode with another Mac and reformat the drive. Then do an internet reinstall.
