Why won't my mouse connect? Is my USB port broken?

My mouse won't connect to my laptop. usually when I connect it, it turns on and shows a red light under it but now it turns on for a few seconds then turns off. Usually whenever I plug it in, the laptop makes a sound whenever there's a USB plugged in and I can move my mouse pointer anywhere, now it still makes the sound but I cannot move my mouse pointer.

I tried every single USB port and it still doesn't work, this is driving me crazy.

It also doesn't read my USB whenever I tried to transfer files to it, I plug it in but it doesn't read it

It always say "USB not recognized"

what version of windows are you running and do you know how to load device drivers?

Windows 8, I guess I don't know?

All I know is that my laptop won't read any usb devices that is plugged to it, like my mouse, hard drives etc.
