You should immediately turn off any electronics which have liquid damage, and NOT turn them on again or operate them until they are completely dry, as doing so risks further damaging or destroying the device, as well as electrocution if it was a larger device with exposed connections.
The first thing you should do is find out what kind of iPhone it is. To find out what kind of iPhone you have, you can use our ID-Your-iPhone tool. Then, open it up using the corresponding guide on one of the iPhone device pages.
Once you're at a step where you can see the logic board, you should use some strong isopropyl alcohol (90%+) and a soft brush to remove any white-ish residue you see. Let the device dry <thoroughly> to make sure all liquid is gone (this will likely take a day or two in a warm, dry place if the device is opened up. Putting the iPhone in a bag of rice can also be useful at this point.) When it is dry, put it back together, and you will have your best chance of it working.

is it still powering on? you may be able to feel phone vibrate or make sounds when you turn it on.
is it recognised in itunes? if either of these then it may be just the lcd that is effected.
if not...
clean the inside of the phone and main board thoroughly with isopropyl alcohol (you'll need to take metal cover off-very carefully, to clean all the parts you can't see) allow to dry overnight and then try assembling again. if you get power and no display then it's lcd.
if still no power then... either battery/dock connector or shorted logic. just work through it bit by bit and hopefully all will be good.
