hard restart procedure for samsung seek

I am working on a Samsung Seek SPH-M350 and it is a recycle phone that is asking for the code to get into it. Is there some type of hard restart procedure that I can do to reset it and get rid of the code?

Doesn't work. Where do you even dial it? An emergency? I ended up accidentally calling 911 because of this.
