Mac Pro 1.1 Hard drive bay 3 & 4 problems booting

Though in the past I have had hard drives plugged into bays 3 and 4, the most recent occupants failed and the computer would not boot. I assumed bad drives. However, I now want to repopulate at least one of these bays. In order to ensure that they work, I moved the good boot drive (OS X 10.6.8) from bay 2 into bay 3 then bay 4 with the result that I get a white screen and the machine will not boot in either of those situations. FYI, there is also a good boot drive (OS X 10.4.11) in bay 1. Is there something different about bays 3 and 4?

Sounds like the ports have failed.
