Have you tried resetting the camera to its' default settings?
To reset HERO3 & HERO3+
Hold down the Shutter/Select (S) button.
Press the Power (P) button while holding the Shutter button.
When the camera powers on, it will be set to all of the factory defaults. It should start up in Video mode as that is the factory default setting on power up.
