Ram upgrade from 4gb to 32gb

I just upgraded my 2006 Mac Pro ram from 4mg to 32mb. The only problem is the computer will not read the lower ram stack. I tried switching the stacks to see if one was not working. but both work in the top slot. When I insert the lower card 4 red lights come on the lower card. What does this mean?

Are you using 8 identical 4 GB sticks?

RAM Type: PC5300 DDR2 ECC Min. RAM Speed: 667 MHz

Details: Uses "667 MHz DDR2 ECC fully-buffered DIMM (FB-DIMM) memory" with a heatsink design that is a bit different than generic FB-DIMMs and has "up to [a] 256-bit wide memory architecture".
