Phone won't boot nor charge

My Note II won't boot or charge, generally no response such as vibrations, sound or light. However, once i power it up with dc power supply with Voltage at 3.7, the Current comes as high as 0,17, then goes back down.

Any idea what may be causing such issue? Seems like the power is enough to boot the display for me...

Also, there are is no VISIBLE damage on the PCB, no burnt paths etc.
