Tried to reinstall OS X on iBook G4, stuck in continual restarts.

I wanted to reinstall OS X on the laptop. When i put in the Disc 1 and clicked install, it said i needed to restart my computer. As the computer restarts with the grey apple logo in the center, a darker grey screen scrolls down and the message "You need to restart your computer. Hold down the Power button for several seconds or press the Restart button." appears. I have tried restarting many times and letting it sit at that screen, but the message appears every time i restart.

How do i fix this?

First unplug the machine and remove the battery. Hold the start button down for 10 seconds. Replace the battery and power cord and start up holding down the Command & Option and "P" and "R" keys and hold till it tones three times. Now insert your system installation disk and start up holding down the "C" key go to the second screen pull down menu to Utilities -> Disk Utility and repair the drive then install the system. Would you tell us why you are reinstalling the system?

Thank you! And I'm giving the laptop to a friend and i was told that reinstalling was the easiest way to erase everything on it. If you know a better way, i'm all ears.
