Why won’t my phone take clear pictures?

Every time I take a photo with my phone the picture comes out unclear. It's as if there is something in the way. I’ve cleaned the outside of the camera lens, but that still didn’t help. Any suggestions?

Options

There are two reasons that your pictures might come out unclear. The camera lens might be scratched, or some substance might have gotten underneath the lens. If the lens is scratched it will need to be replaced. If you need to clean underneath the lens, then you will need to remove the lens and clean it.
