How to reset phone when it won't turn on

How do I hard reset my phone when it won't turn on all the way. I tried updating to windows 10 on my phone and now every time I turn on my phone it shows the 2gears moving then it will stop and show a sad face. Then shut down and it does this every time.

Yes I have but as I said it tries to update every time or turn it on then it shuts off
