when charger plug in , the charger goes off.

i placed my laptop in a cupboard for a week. when i tried to start it. it didn't start. capacitor on the board are short. and capacitors in the cpu socket are short. when i plug in charger the charger goes off. i cleaned the board with wd-40 and then a contact cleaner. but the problem is not solved. plz help me guys

there was whitsih rust on some components terminal. thats y i applied wd-40. and when a tested the smd capacitors with a digital multimeter ( multimeter at "continuity" position ) it gives beep. power is coming to board but the system doesn't comes on. should i replace the motherboard or is there any cost effective solution.
