How does the apple technician know it's tampered?

I bought it second hand and send in for repair program, and they refuse to replace to logic board attached with this photo. My question what's the difference with the original one?is there anyway i can make it look original so it qualify for the repair program? Many thanks.

When you work with these every day you can usually tell if an amateur has been into it. Screws in the wrong places, tool marks on the screws, missing screws. LSI activated. It's clean. Finger prints. Scratches. Small parts missing. EFI chips replaced. The photo does not show the logic board numbers. Apple now has a record of this machine now and you will not be able to successfully re-submit it.

how to tell the EFI chips is replaced?

Look at it, Has it been re-soldered? Does it have the right part number on it? Look for heat marks, flux, excess solder. Did you know the seller? Had the machine had an iCloud lock on it and been reported as stolen? Ask Apple. What was wrong with it that you sent it in?

It appears that the heatsinks were removed. Here's one on eBay with the heat sinks.
