Power Button Responsive but won't power ON or OFF

My power button will wake the phone and sleep the phone but it won't power the phone on or off. When I hold the button down though, it does not bring up "slide to power off" and if the phone is off, it won't turn the phone on.

Is this a defective ribbon cable or logic board? After all, the button does work and is responsive. Volume and vibrate work, didn't check headphone jack.

Are there any cracks on the plastic around the power button? I spent hours trying to solve a similar issue on my iPhone 3G and eventually discovered that a crack in the supportive plastic meant that I wasn't fully pressing down the button, so even though it would press sometimes I certainly couldn't hold it down for 3 seconds continuously.
