Is it possible to restore a phone that has an itunes account and therefore i would need a password that i havent got

are you referring to an iCLoud password? What model phone? What have you tried? Is it your phone and you just forgot the password?

Yes, you will have to submit the proof of purchase to Apple and they'll unlock it for you.

How to reset a password protected iPhone 6

These steps will come in handy in the case where you need to bypass a password and regain access to an iOS device. iTunes and a computer are required.

Start with your phone powered off. To power off, hold the iPhone's Sleep/Wake button until the power off slider appears.

Connect an iPhone USB cable to your computer. Do not connect the iPhone yet.

Hold down the iPhone's Home button and connect the USB to the iPhone. Continue to hold down the Home button while the phone begins powering on.

Do not release the Home button until a message pops up saying "Connect to iTunes". When you release the Home button, iTunes should detect that your phone is in recovery mode.

Accept any permissions and your phone will be reset with factory default settings
