Is there a way to automatically disable apps when you close them?

Let me elaborate. I know all about how certain applications can turn on your camera and microphone along with accessing you personal files whenever they want to. This bothers the !&&* out of me like it would for anyone. I was wonder if there was a way an application can disable whenever I close it automatically instead of doing it manually every time? I'm not sure if this is possible bit it would be nice to know if there's any program I can download to do this? Any advice helps!
