Won't allow notifications from apps to turn on

My galaxy won't allow Snapchat, Twitter, Facebook, or Tumblr to send me notifications. It says it's enabling notifications, but never actually turns them on. I have another month on my contract before I can get a new phone. How can I fix this problem?

This is a demon on most devices these days. Its called google device adminastraiter. Pardon my speling. It is found in your device setings, if i remember right its in security as its a security measure. You can turn off with out being an it tech. This monster will operate your device, its as if you are battling a hacker for device controll. It will turn its self back on some times, it will crash devices, it will crash apps, it will deleat contacts, music, photos, and on endless. I got torked an contacted google an gave a pees of my mind, strangly the nightmare ended thoe the beast still is on my device. To remove it the device must be rooted "hacked" an that takes an it tech. I hope this helps.
