Describe how the phone isn't turning on, does it power on but not show anything on the screen? If it is that, find a guide on this website on how to fix the LCD screen on your phone.
Also please specify what type of ZTE Phone you have.

It is hard to answer your question for there are many possible causes of it. You'd better take your phone to the repair shop. It's likely a hardware problem.
