Baseband chip flex cable Replacable?

I have an iPad 3 AT&T 4G model. The flex cable between the logic board and baseband board is torn. It appears to be glued in place and easily replaced, but I can not find any info on it or locate one to replace it. It's just to easy to not be a replaceable part.

So basically can this flex cable be replaced and if so does anyone know where to purchase it? I have enclosed pictures

But I do not know how to remove old one and replace with new.

Someone has an idea how to replace it?
