Anything in particular that happened prior to this happening? Any damage or repairs occurring? If no, guessing this is a software reset issue

I agree. More information is needed. Are we taking about Google.com itself, or Google Play? Can you access the internet and go to other websites?

If the issue is just with Google Play, have you checked to make sure that 'background data' isn't "Restricted". If it is, Google Play will not work and you should get a message about this issue. You should also see a triangle with an "!" in it, on the toolbar at the top of your screen. You can check this by going to 'Settings', 'Data Usage', and touch the 'Menu' button. If there is a check mark in the box labeled "Restrict background data", remove it and try to reach Google Play, again.

If the issue is with Google.com but you can visit other websites without any problems, I would suspect malware. So, if you can get to Google Play, I would highly recommend downloading Malwarebytes AntiMalware app and/or some other anti-virus app. Then you can scan your device for any malware issues.

If none of this resolves your problem, then as iMedic said, you will need to do a reset on the device... After you backup anything that you don't want to lose, to an SD card.
