Tab turn on and off when plugged

My tab 4 turn on showing the battery chsrging icon then immediately turn off then repeat on and off again can't figure why. I Just replace the old battery. I also tried swaping the charger nothing help.

Same problem. Probably planned to fail to make us buy new ones. These companies are criminal.
