iPhone 4s won't charge or restore

I'm trying to fix an iPhone 4s for my mother. She's elderly and only understands this phone.

Her husband dropped it in water. I dried and cleaned it well. I replaced the battery as well. It will go to recovery mode and DFU. Though it will not charge, even with the new battery and even though iTunes does recognize it. It throws out an error 21 when its trying to restore.

I am all out of ideas and can't afford to replace it for her. Any help would be greatly appreciated!! Thanks.

Josh, you did not tell us how you cleaned it. I hope you did not use rice or anything weird like that. The not charging could be a dock connector issue or a battery connector issue. Error 21 can also be caused by a bad connection between the battery and the board, so I'd focus on that. Check to make sure it is properly connected and that you do not have any missing or broken components in that area. Check these answers for a bit more info.

I checked all of the connections I could and looked good. No apparent damage. I'm learning as I go here, how do I go about changing the dock port and will one from a 4 work on a 4s?

It'll have to be one for a $S specific. Here is the guide for it iPhone 4S Dock Connector Replacement Unscrew the battery and check the sensor cables etc. Remove the battery for a while and then reinsert. Just for completion sake :-)
