I dropped my note 3 in water. I removed battery, dried, opened the back cover, cleaned connections with 91% alcohol. and put in a bag with oatmeal for 4 days. The phone now powers up only when on electric socket with Galaxy logo with 'Custom" and unlock sign. The screen looks good, but does not respond to touch but only with S-pen. I cannot make or receive calls. Any help?

KS, rice and/or oatmeal will never fix your phone. None of those will prevent corrosion or a short circuit. Any of those "tricks" are the equivalent of doing nothing. Once your device has received any water damage, the only way to work on it is by cleaning it properly. Do not charge, sync, or try to turn on a water damaged device. That can make a bad situation worse.
Start off by disassembling your Note. Use these guides for that. To properly clean it take a look at this guide. It was written for an iPhone 3G but all the points are still pertinent to your phone as well. While you are cleaning it, check the logic board for any missing or damaged components. You must remove any EMI shield to ensure proper cleaning. Once that is done, replace the battery and reassemble the Note. Only than can you do a proper trouble shooting. If you have access to an ultrasonic cleaning, than of course go that route. Water damage is the toughest to diagnose and the hardest to repair, since virtually any part can have failed.

Hi Oldturkry03, Thank you so much for your answer. I did disassemble taking out the motherboard. I did not do any further disassembling. Cleaned all. I am worried whether, whether I put all of them together. I will try again. But, from the following different symptoms
1) powering up with "custom" unlocked padlock symbol
2) screen not touch responsive, but S-pen responsive
2) powering up when on socket, but not on the battery, even when it has charge
3) not able to send or receive calls
Can we say something what if anything is a problem?
KS there are to many parts that are unrelated that are not working. Start with one thing and work from there. Clean it and replace the battery. That should take care of number 2.
Hi Oldturkey03, I cleaned up motherboard with alcohol. Can't see any water related residue anywhere. It is powering up. But the display is completely black. I thought it needed longer drying up period after cleaning. But even after a few days, it is still doing the same. I can't think of anything that I did can cause it. I can open it up and see if any particular connection I left it loose. But suggestion will be helpful.
