Why does my pad not boot up correctly and not charge

I am having trouble with my Lenova 60046 Pad it tries to boot up but i just get the Lenova Logo also when putting the power charger it will not charge or boot up, I have tried the hold the power button and volume down button together fo 20 secs and just get a notice saying it is in Meta Mode and to long press power button to normal boot. I have done this but still no boot up of unit.
