How to repair or replace the rear derailleur

I found a 18 speed Roadmaster Neutron bicycle in much need of repair. The rear wheel & derailleur have been partially removed & are hanging loose by the side of the frame. I'd like to safely clean & reinstall correctly. Any advise would be appreciated.
