Power adapter light goes out

When the power cable is plugged into laptop, the light or power is off.

Cable is good, and power is present at connector on motherboard. Connected a power supply to motherboard and slowly increased voltage. At around 1 volt the supply tripped off. Suspect a bad power distribution regulator. I need help finding and replacing this part.
