when I turn it on it has a error message

When try turn it on it has a message saying: your PC ran into a problem and needs to restart were just collecting some error info, and then well restart for you.

So when it does that it restarts but then it has the same error message and keeps on restarting!

Please Help!

look at the number of error message 000983..eg. then google what it is you should get an easy solution.
