MacBook Pro won't turn on

when i try to boot up my main user on my mac it will just show me the blue background and will not boot up. After 30-60 seconds of being stack on that screen, the mac will restart and try again. when i log on into my other user (Secondary user) its bit slower then usual but it boots up and i get a message error and it says

Hi! :)

Sad to hear, but I've tried it too. But it depends on what is causing it to do that.

Here is a list of things that could be wrong with it:

- Bios conflics.

- Parts have been shortened/broken.

- Ram blocks not sitting correctly.

- Dust have suffocated the computer, and killed it. (But it's turning on so its not that, but still clean it.)

What is a bios conflics? Conflicts? This original question has ability to read the panic attack and I do not have this ability because the macbook 13" mid 2012 keeps on restarting and restarting. Pressing shift does not boot into safe mode, it just boots into the logon screen and I key in the password then it gives the few secs of Panic Attack black screen on top of the other screens and restarts itself.

I would think there's a simple enough way to determine exactly what's doing it.
