iPod touch 5th generation no power

Hello my ipod touch 5th generation was working fine then when to recharge nothing shows on (no power)tried everything. Open the ipod up to test battery got a reading of only 0.07 volts with or without charging cable plugged in. Is it the battery or the charging port or the power on button. charging port look clean and good power button feel good how do you test them. Thank You Sam
