bad cellular (mobile data) connection

Sorry for any mistakes - I'm from Germany :)

My iphone 4 GSM had a bad mobile data connection - only E, never 3G (3G is enabled), but full connection for GSM-signal. I changed the cellular antenna but the problem still exist. Perfect phone/GSM-signal, bad mobile data connection. Still no 3G.

Is there any solution for this problem?
